What is terrorism? Is PKK a terrorist organization?
To figure out whether PKK (Kurdistan Workers' Party) is a terrorist organization we have to first figure out what terrorism is. What is terrorism? According to its definition we can conclude whether PKK is a terrorist organization or not. From the top of ones head terrorism could be defined as committing of various violent illegal acts which physically or mentally harm the well being of an individual or group of people with the aims of promoting a political or religious ideology.
Another definition could be the premeditated, politically motivated violence perpetrated against non-combatant (civilian) targets by sub-national groups or clandestine agents, usually intended to influence an audience. International Terrorism, means that this group on its own or with closely coordinated others conducts the same actions in more then one country.
Or according to Bruce Hoffman's recently (1998) published "Inside Terrorism", terrorism is; "ineluctably political in aims and motives; violent-or, equally important, threatens violence; designed to have far-reaching psychological repercussions beyond the immediate victim of target; conducted by an organization with an identifiable chain of command or conspiratorial cell structure (whose members wear no uniform or identifying insignia); and perpetrated by a sub-national group or non-state entity."
The PKK killing spree started on August 15, 1984 where 2 police officers were murdered (Eruh & Semdinli villages). In the ensuing years 17,179 attacks resulted in over 30 thousand murders. 3,489 soldiers, 180 police officers and 1,144 armed village guards were murdered. Among the 4276+ civilians massacred were 501 children, 512 women.
You will agree with me that according to pretty much all definitions of terrorism PKK is a terrorist organization. I had earlier writen another paper on the results of some research including numerous clippings of foreign media, detailing the violence caused by PKK, please make sure you take a look at it if you are not sure about PKK's terrorist status. It is important to remember what PKK has done in the past to understand the mind set within which it operates.
With regards to Turkey, 2 terrorist organizations were listed on The U.S. Department of State, Counter terrorism Office's list of foreign terrorists in the world (released October 8, 1997). On this list are Revolutionary People's Liberation Party/Front, (DHKP/C) and Kurdistan Workers' Party (PKK) led by Abdullah "Apo" Ocalan. Another group not mentioned in the list but elsewhere in the report was TKEP/L.
According to a report by Richard Cole of the Associated Press; FBI & U.S. State Department records show that PKK committed more terrorist acts from 1991-1995 than any other such group in the world! International Human Rights organization, who criticezes some of Turkish policy has itself compiled a large list of PKK atrocities against civilians and sent it to the Italian Prime Minister asking that it's leader face justice.
PKK is a violent organization which has treaded on and violated 7 of the 11 major multilateral conventions related to countries responsibilities for combating terrorism & violence. Many of these call for punishment and or extradition.
It was a part of the G7 (of which Italy is a member) signed a declaration in 1996, which clearly states;
"We reaffirm our absolute condemnation of terrorism in all its forms and manifestations, regardless of its perpetrators or motives. Terrorism is a heinous crime, and there must be no excuse or exception in bringing its perpetrators to justice. "
Furthermore the Ministerial Conference on Terrorism of Paris, France, July 30, 1996 specifically touches on this issue in its 13th statement point.
"13. While recognizing that political asylum and the admission of refugees are legitimate rights enshrined in international law, make sure that such a right should not be taken advantage of for terrorist purposes and seek additional international means to address the subject of refugees and asylum seekers who plan, fund, or commit terrorist acts."
Bombs were blown, people were killed, oil pipelines were set ablaze even while Apo was in Italy by his terrorist underlings. These were very likely were for a show of force by PKK, when Apo had supposedly called a cease fire. Still the current Italian government seems to ignore these points in its own internal babbling, or maybe its just soft on terrorism?.
Of course the Italian Communists like this "Apo" who was described as; "Ocalan is a Communist, complete with hammer and sickle, and he runs the PKK in Stalinist style, complete with executions and purge trials." by one-time lieutenant of his, Selim Curukkaya, in his memoirs. Who cares if Italian public are loosing billions in lost trade because of the public boycott of Italian products, who cares if the eastern part of Turkey still waits stabilization before investment can take place... And regardless of all the proof of Ocalan's terrorist activities he has been set free by the Italian court system, very likely a political deal within the shaky Italian parliament.
In an open bow to terrorism Germany, who had also previously labeled PKK as a terror organization (arrest warrants issued for Abdullah Ocalan in 1993 and 1998) changed her mind about extraditing the captured leader in fear of increased violence on her soil. Is it not interesting, that in the land of Germany where there are 2+ million Turks and close to 400 thousand Kurds they are afraid of violence from the Kurds if extradited but not afraid of the feelings of the 2 million+ Turks if he is not extradited?!
While the "peace loving" Europeans were doing all they can to off load this hot potato it was again the Americans who on December 17 stated bluntly that "if Abdullah Ocalan is allowed to go free without facing charges, it would be a blow to the international fight against terrorism". Yes it would, if it is okay to kill school teachers in Turkey what is the diffrence in killing school teachers in Italy?
This brings us to another important point which needs mentioning. Is PKK a materialization of the Kurdish people's voice in Turkey?
The PKK's main target has been the entire populations of all the villages which resisted it and the underlying infrastructure in southeastern Turkey. Indeed, the PKK indiscriminately murders and degrades the living conditions of the very people it claims to represent: the Kurds.
Even though the PKK was included in the list of "terrorist organisations" by Spanish deputy Lopes's special report on terrorism to the Council of Europe. And later on 25 November 1997 in the Mehdi Zana case, the European Court of Human Rights pronounced the PKK as a "terrorist organisation" thereby setting legal precedent! Time after time, the European Union public was tricked by Anti-Turkish & anti-Moslem lobbies within EU into believing that the PKK was the major representative of the Kurdish cause in and around Turkey.
This was due to their lack of understanding of the issues, historically motivated anti-Turkish sentiments as well as the newly democratised x-communist politicians who looked (in secrecy) favourlably towards a Marxist/Leninst/Maoist, the "proletarian internationalism" movement. These attempts disguised as human rights issues completely ignored the almost 1000 year old brotherhood between the Kurds & Turks who not only share a common religion but history as well.
None of the major Kurdish groups (KDP, PUK, KDPI) in the region support the PKK. In fact have time and time again fought against it. Yet because these groups are not as well funded as the PKK (due to its drug-traficking/extortion/money-laundering or its support by anti-Turkish groups such as Greeks) they are not able to be as vocal or afford long term large scale fights nor produce their own TV news programs. And the ones in Turkey have 2 options, either support PKK or be shot (with family members) by PKK. Either one is not a too bright prospect and hence the one sidedness of a small minority of the Kurds politically active!
There are approximately 9-15million people of Kurdish origin in Turkey according to your definition of Kurdish. If any significant majority of these people were supporting PKK there would be all out civil war in Turkey bombs exploding everywhere, fighting in the streets and all. But this is not happening! The bloodshed the fighting is taking place in the south eastern part of Turkey, the under educated part where the under educated unemployed peasants are the hunting ground for PKK recruiters. Whose job in the recent year has become harder and harder. In reality the terror is going down due to PKK's failure of its violent conduct of agendas. Hence you see a Abdullah Ocalan to save his own life, running to the west and disowning his previous lietuenants and organization actions as stupid and bloody murderers and terrorists.
Why is the east under educated/un-employed, what is being done about it. There are many things that the Turkish state must do to improve the life standards of its citizens, but none of them include dealings with terrorists. PKK has ruined Kurdish people and regions more then anything else in recent history. Not only by attacking industrial complexes but also by attacking the engineers, teachers, doctors and other civilians. There are pictures of PKK violence on civilians well documented. Some of these pictures are of the civilians mentioned in the IHR report some are newer ones.
Abdullah Ocalan and PKK is not a representative of the Kurdish people of Turkey if he was he would have millions of supporters behind him and not several thousand mis-guided, un-educated ones.
Terrorism, like AIDS knows no borders. The same PKK who kills civilians in Turkey with a bullet helps poison thousands more in Europe with drug-trafficking, extortion, arson, blackmailing and money laundering. Only by working together to make criminals pay for their crime can we battle terrorism.
Italy's failure to legally extradite Ocalan to Turkey or bring him to justice herself has earned its government bad marks, silenced its right to say anything if a Italian diplomat is killed or a civilian public transport bus is blown to pieces in Roma, and it will deserve no international cooperation! Germany's reluctance to extradite and honour its own arrest warrants forgos their right to complain about any future terrorist acts on their nation.
Turkey is literally a young nation. According to UN Demographic Yearbook of 1996 only 17% of her population is above 60 years of age leaving behind a large 83% dynamic group. Of the total population 29% are under 15 and are the future of Turkey. The country which they grow up in run by the 83% will point them in their future direction. Turkey is the most liberal example of a industrialized Moslem country, a model for other nations in the Middle East and elsewhere to follow. Just as a Euro-Alienated 83% can only guarantee further friction in between the east and the west, friendlier relations in between can mean a better educated, better off population which can only add to the competitiveness and stability of Europe. A stable bridge to the middle east and central caucasia. PKK is a terrorist organization by its methods no matter how you look at it and it must be dealt with accordingly. This is a test of Europe's fairness and willingness to cooperate with Turkey and a sign of its dedication to fighting international terrorism.
The Appendix of the letter written by Human Rights Watch on November 21, 1998, to the Italian Prime Minister detailing specific incidents of PKK crimes against humanity. This is only a partial list during the climax of PKK's terror period of 1992-1995. The list does not include civil servants or others. (Pictures of some of the incidents are available).
Appendix A: List of massacres attributed to the PKK or for which the PKK took responsibility.
June 24 1992: In the Seki village of Batman province, PKK forces killed ten, including seven children and a seventy-year old woman.
June 29, 1992: Near the Yolbasti village of Bitlis Province, PKK forces stopped a minibus and executed 10 individuals.
October 11, 1992: In the Uludere district of Sirnak province PKK forces killed eleven individuals in a rocket attack against the homes of village guards. Among those killed were six children and a ninety-year old woman.
October 20,1992: Near the Hazarsah village of Bingol, PKK forces stopped a minibus and machine gunned its occupants killing nineteen and wounding six.
May 24, 1993: PKK forces stopped a bus carrying unarmed army recruits and machine gunned them all, murdering thirty-six individuals.
June 16, 1993: In the Yaylacik village of Mardin, PKK forces killed six individuals, including four children.
July 5, 1993: In a raid against the Basbaglar village of Erzincan province, PKK forces executed thirty persons and burned fifty-seven houses.
August 4,1993: In the Mutki district of Bitlis, PKK forces stopped six minibuses and executed nineteen individuals and wounded an additional thirteen.
August 4,1993: In a raid against the Konakbasi settlement of Bingol province, PKK forces killed eleven individuals, including eight children between the ages of two and twelve and a seventy-yen old man.
September 17, 1993: In a raid against the teachers' club in the Egin district of Diyarbalir, PKK militants executed six civil servants.
October 12,1993: PKK forces murdered twenty-two individuals, fourteen of whom were children and eight women, in a raid on the Derince village or Siirt.
October 25, 1993: PKK forces murdered thiry-eight individuals, including three children, in the Yavi town of Cat district, Erzurum.
December 12, 1993: In a raid against the Agackonak village of Adiyaman province, PKK forces killed 13 people, including four women and four children.
January 1, 1994: PKK forces stopped a minibus on the Diyarbakir-Elazig road and murdered eight individuals.
January 22, 1994: In a raid against the Akyurek and Ormancik villages of Mardin province, PKK forces killed twenty individuals, including six children and nine women.
May 15, 1994: PIKK Forces raided the Edebuk village of Erzincan province and murdered nine individuals, including a three-year-old child.
June 19, 1994: In an attack against the family of a former PKK member, PKK forces killed the former member's mother as well as his five brothers and sisters, ranging in age from four to thirteen.
July 20, 1994: PKK forces murdered eleven individuals after stopping vehicles on the Erzurum-Bingol road.
August 10,1994: PKK members opened fire on a passing bus on the Van-Bahcesaray road, killing eleven, including three children, and wounding eight.
Jannuary 1,1995: In a raid against the Hamzali village of Diyarbakir province, PKK forces killed nineteen individnals, including seven children and eight women.
January 12, 1995: In a raid against the Narlica village of Diyarbakir province, PKK forces killed eight individuals, including two children and one woman.
April 5, 1995: In a raid against a pasture in Hatay province, PKK militants murdered seven individuals.
July 23, 1995: In a raid against the Akdogu village of Van province, PKK forces killed twelve individuals, including two children and six women.
August 4, 1995:10 a raid against the Gazelusagi village of Hatay province, PKK fighters killed eight individuals, including four children. Another four individuals, including two children were wounded.
September 5, 1995: In an attack against a mine in Hatay province, PKK forces murdered eight workers
Kurds are not represented in the Turkish government and various public offices. They are not given
adequate education or allowed financial freedom for enterprising!
Kurds are not only represented in government but have held many 'top spots' such as Parliamentarian,
State Minister, Prime Minister, Speaker of Parliament even the Presidency. There are numerous
multi-millionaire (US$) Kurdish businessmen/artists. They own and operate anything from fast food
chains to construction companies. There is NO law regulating what language people speak in Turkey,
a stroll through a construction site of even government projects will disprove those who lie
otherwise. The only law that gets mis interpreted is the one which is against terrorist activities.
There are numerous schools which teach in foreign languages, all of which are fully allowed to
operate within the same rules & regulations that govern Turkish language schools. Furthermore,
Abdullah Ocalan the political science drop-out leader of the PKK was attending university on a
Turkish state scholarship which was revoked only after a warrant for his arrest was released much
later then his drop out! There have been un-official problems in the past which were mostly
knee-jerk reactions to PKK terrorism. The PKK under the leadership of Abdullah Ocalan made its
business to keep the education and prosperity level of the region as low as possible. Uneducated
and poor villagers were easier believers of PKK propoganda/lies, where as a better educated
population would make PKK recruitment and operations impossible. The or so spent on
the fighting could as easily have been spent on better education, creating jobs and rebuilding
lives, but this does not suit PKK as they can survive only in a chaotic environment. According to
Turkish Education Ministry spokesman Murat Eskin, 4-5,000 of the 20,000 teachers posted to
southeastern Turkey have not reported to their jobs because of fear of the PKK.
"Hikmet Cetin, deputy prime minister until a few
weeks ago, is Kurdish although he has never drawn
attention to the fact. Former President Turgut Ozal
was reputed to be half-Kurdish. About 100 deputies
in the 450-member parliament are Kurdish."

stopped teacher Musa Erdogan at a roadblock in the
province of Batman, took him from his motorbike and
shot him dead with automatic weapons. Erdogan taught
at a village school nearby.

"Fourteen school teachers have been murdered in the past
month by the PKK, a Kurdish guerrilla movement engaged
in a ten-year conflict with the Turkish state, according to
Human Rights Watch/Helsinki.
''The murder of these four teachers continues a long-standing
practice of PKK attacks against the educational system in
southeastern Turkey, a clear violation of humanitarian law,"
according to Jeri Laber, Executive Director of Human Rights

PKK is a liberation movement to free the oppressed Kurdish people of the region. They aim to unite
the Kurds dispersed between Turkey, Iran, Iraq & Syria to form a new country, Kurdistan.
PKK is a terrorist organization started by donations from Libya and nurtured in the Syrian
controlled Beka Valley together with Hizballah and Hammas. PKK has been abusing illiterate peasants
of the region to the good of a handful of its leaders whom were unable to form a democratic front
due to lack of interest. Far from uniting people of Kurdish descent it has killed anyone it can get
its hands on without getting caught. It has killed Turkish , Kurdish as well as number of other
lesser known local ethnic groups and foreign nationals. It has launched terror campaigns on anyone
who has not agreed with their point of view. Close to 3billion US$ is being spent by the Turkish
government to combat the PKK and its violence which could have been instead spent on development
projects in the region. Having slaughtered many of its own ethnicity, the PKK compares no different
then any other terror organization.
It has been proven that PKK makes use of drug-trafficking, robbery, extortion, arson, blackmailing
and money laundering and various other crimes to support their organization and its arms supply. PKK
members have been arrested for serious crimes in the following countries; Belgium, Denmark, France,
Germany, Hungary, Netherlands, Romania, Sweden, Switzerland, Turkey, United Kingdom, Venezuela and
recently Syria. A German newspaper (lnische Rundschau), dated February 2, 1995 reported that 143
kg. of heroin and 25 PKK members were arrested in a drug trafficking web reaching the "Medellin" of
South America! According to German TV program (Vox TV 12 February 1993) the estimated figure PKK
earns from the narcotics trade is more than 56 million DM.
In 1993 more than 50 PKK members were arrested by the
Essen Police of Germany. The Federal Criminal Department
in Wiesbaden found out that the PKK was organizing the
drug trafficking in Germany and the narcotics trade in
Hamburg, Bremen, Frankfurt and Essen was under the control
of the PKK.

former police chief, Hans Holmer, who led the first
investigation into Palme's death before he was forced to

"An alleged leader of the banned Kurdish Workers Party
(PKK) in Germany went on trial Wednesday on charges of
participating in a terrorist organization and attempted arson.
He also is charged with fraud for allegedly collecting about
DEM5,100 in German welfare while actually living in Paris.
Prosecutors say he used the money to support the PKK."

After not gathering the support they had hoped for through democratic methods they have in numerous
ways tried to avoid & distort free elections in the region by treathining voters as well as
candidates from attending. PKK has not only threatened people in Turkey but the region in general.
Anyone that does not support their view seems to be their target, enemy regardless of their
ethnicity. PKK has sided with Iraqi Saddam Hussein against other Kurdish groups in Northern Iraq.
PKK has not wasted a single bullet fighting against the Iraqi government which has poisoned and
bombed its own Kurdish brethren. Furthermore it has been in cooperation with this very government.
The hundreds of thousands of Kurds who escaped the attacks of the Iraqi government have found safe
haven in Turkey!
"That year the PKK attacked many Kurdish villages in the
Southeast declaring them as "state collaborators". In 1988
and 1989 the situation was similar. Militants of the PKK,
then in its growing period, raided one village after another,
killing women and children and explaining these attacks as
offensives against village guards. Many hundreds of civilians
were killed in this campaign, which frustrated state officials
and security forces. More important, it led to a Turkish
national reaction to Kurdish demands in general."

"The militant Kurdish Workers Party (PKK) has called on
Kurds to boycott local elections due to be held on March 27
in the south and east of Turkey, newspapers reported
Wednesday quoting the Kurd-A information service.
Spokesman Kani Yilmaz said the call was contained in a
statement from PKK leader Abdullah Ocalan. It follows last
week's decision by the Kurdish Democratic Party (DEP) not
to take part in the elections. The party, regarded as the legal
arm of the PKK, has 17 deputies in Turkey's parliament.
Yilmaz said the boycott would be rigorously monitored and
violations met with violence. "Those who ignore our call
will be regarded as targets and punished," said Yilmaz."

After Syria, Ocalan had headed for Russia who refused having anything to do with him sent the
terrorist leader packing in less then a month guaranteeing he would never come back.
Ocalan was arrested at Rome's Leonardo da Vinci
Airport after flying in from Moscow on a false passport.
Italian newspapers called the arrest a "mystery,"
implying that police might have been tipped off to his
arrival. Corriere della Sera said Russian authorities
had alerted Italian police."

The level of hatred towards the evil this man has done is so great that even convicted criminals are
asking for his return from behind bars. And those people who have gathered in Italy to support him
give a good indication of what Italy will be faced with if it lets this terrorist stay. PKK has
brought violence and crime to every single country it has entered. Its cease fire declarations were
nothing but breathing space for it to rearm & reorganize itself only to be broken by more PKK
attacks and bloodshed.

inmate hostage to try to pressure Italy to extradite Ocalan. The Italian, Mauro Calascibetta, was taken
hostage Sunday. He is awaiting extradition to

Meanwhile, a group of Turks laid a black wreath at
the gate of the Italian Embassy in Ankara today to
protest the beating of Turkish journalists in Rome by
supporters of ÃƒÂ¢Ã¢â€šÂ¬Ã…Â¡Ocalan on Saturday."

The statement, does not apply to a person or
group that has killed and destroyed a complete region at the loss of its own people! The time and
opportunity has come for us to extinguish another one of this worlds MOST violent terror
organizations hiding behind the veil of political issues. With Abdullah "APO" Ocalan behind bars
the future of the region will be open for all involved parties to work towards a lasting and stable
peace. Economic & social improvement is the only solution, killing teachers, burning factories and
killing innocent civilians will only create a blood feud to further bury the region...
In light of the material presented here (with much more in archives) I ask of you to see what the
PKK truly is and not fall for the latest facade they have put up. Decide for yourself what should
be done to the man who built it!
Turkey has capital punishment (death penalty for certain crimes) but HAS NOT executed a single
prisoner (political or otherwise) since 1984. The Turkish parliament is working on a law that will
abolish the penalty as we speak. The US state of Texas executed close to 400 people in 1997.
There are so many crimes that PKK has committed which has been documented that I have limited the
press clippings to these 2 major allegations. As you read this I am compiling more documents to
further prove the evil that PKK is in issues like forced-labor, illegal trafficking of immigrants
and money laundering... I would appreciate all additional documents & pictures that you may have.
